An American, Paul Soames, returns to Japanese-occupied Shanghai in 1941, just months before Pearl Harbor to discover that his friend has been killed. While investigating the murder, he falls for a Chinese lady Anna Lan Ting and uncovers a secret that his own government is hiding.
